The Health and Safety Executive (HSE) has launched a public consultation on the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR).

The consultation, which opened on 7 April 2026, is seeking views on a range of potential changes aimed at improving how work-related injuries, ill health and dangerous incidents are reported. The proposals form part of HSE’s wider efforts to strengthen workplace health and safety while ensuring the reporting process remains clear and effective for duty holders.

RIDDOR provides the legal framework requiring employers, the self-employed and those in control of work premises to report certain workplace incidents to HSE. The system enables the regulator to identify emerging risks, analyse trends and target regulatory activity to help prevent future harm.

The consultation includes a number of legislative proposals, including clarifying definitions within the regulations where terms have been identified as unclear, reviewing the list of reportable occupational diseases and updating the list of dangerous occurrences to reflect modern workplace risks.

HSE is also considering allowing a wider range of registered health professionals to diagnose reportable occupational diseases, rather than limiting this to doctors registered with the General Medical Council.

Alongside potential legislative changes, the consultation seeks views on simplifying the online reporting process to improve usability and reduce both under-reporting and over-reporting.

The consultation is relevant across all sectors and industries, particularly for duty holders, self-employed workers and those responsible for managing workplaces. Responses can be submitted online, by email or by post.

The consultation will remain open until 30 June 2026.
